Since every choice is just between one bonus or another, there's really no bad decisions to be made, no consequences that might pose a problem for the player.

Sometimes you only have one option anyway, the tech tree, civic tree, and build tree are so thin that there's no room to choose one path over another, it's just one straight path through history.

Doesn't really matter which one you pick, because you'll end up with both in a few turns anyway. One option gives a +1 to food, another +1 to culture. I think Sid Meier himself described a strategy game as 'a series of interesting decisions leading to a satisfying result.' This game, however, fails to do either.
